Changes fetch/pull/push on roots to affect the whole repo

Clarifies that commit will be included in push

Adds push to unpublished file commits in history views

And limits it to only affect the welcome experience since showWhatsNewAfterUpgrades already exists

If child is splatted, it can trigger a change on itself (e.g. parent)
