- Code splits iconv-lite until needed
 - Stubs whatwg/url since we don't need it
 - Stubs debug package as we don't need it

And separates the existing Gerrit provider to a new GoogleSource one.

Closes #1953

It is a large dependency, that isn't needed for our use of node-fetch
