Chris Mumford	297e66afc1	Format all files IAW the Google C++ Style Guide. costan	1f7dd5d5f6	Add tests for ConsumeDecimalNumber. ConsumeDecimalNumber has fairly non-trivial logic, and a previous version has crashed inexplicably on Android.
